Dr Kate Barker - The Last Human Decision

A keynote on defining the decisions leaders must continue to own as AI takes on more analysis, recommendation and action.

Right now, somewhere in your organization, a machine is making a decision, not suggesting it, making it. Money is moving, a claim is settling, a customer is being declined. So here's my question. Did anyone actually decide to let it? That's the line this talk is about. The line where AI stops recommending and starts acting. Every organization has one. Almost no board has drawn it. And in most companies I walk into, it has already moved, quietly, without a single meeting. Now, this is not the talk where the futurist tells you to slow down. Delegating to intelligent systems is how you get faster and better, and refusing it is its own risk. Hand over the wheel. Genuinely. But on three conditions. You decided to, on purpose. It's written down. And you can take the wheel back. And everyone in the building knows whose hands it goes back into. Deliberate. Documented. Reversible. Most of the delegation I see is none of the three. It's drift with a dashboard. Boards ask me, where's the line, Kate? And I give them the uncomfortable answer. The line isn't out there waiting to be found. You have to draw it. That's the job now. On stage I ask everyone to write down the one decision they would never let a machine make. Firing a person. Pricing a risk. Pulling a product. Then I show them what Rooms wrote for me two years ago. Half of those decisions are automated somewhere today. And you can feel every spine in the auditorium straighten. Because the last human decision isn't waiting somewhere in the future. It's being made right now. In your organization. Mostly by nobody. That's the talk. If your board is anywhere near agentic AI, this is the one to hear before the line moves again. The technology was never the difference. We are.

THE KEYNOTE

There is a line inside every organisation where a machine stops recommending and starts acting. Most boards have not drawn it. Many do not know it has already moved.

This keynote is about the frontier itself: which decisions must remain human, who holds the authority to make them, and how accountability survives when a consequential outcome can no longer be traced to a person. Dr Kate Barker works through the questions boards and executive teams are now being asked to answer — what an autonomous system is permitted to decide alone, at what threshold a human must be in the loop, what evidence is required before that threshold is lowered, and who answers for the result.

It is not a cautionary session. Delegation to intelligent systems is how organisations will get faster and better, and refusing it is its own risk. But the delegation has to be deliberate, documented and reversible, and the keynote gives an audience the framework to make it so. The material draws on advisory work with boards, governments and global chief executives, and on doctoral research across six thousand executive leaders.

Especially suited to boards, chief executives, chief risk and technology officers, regulated industries, governance forums and board retreats.

OUTCOMES

What the room leaves with

  • A framework for deciding which decisions stay human and which can be delegated.

  • Where the recommendation-to-action line has already moved without a board deciding it.

  • How accountability is preserved when an outcome cannot be traced to a person.

  • The evidence a board should require before lowering a human-in-the-loop threshold.

Kate understands a senior audience exceptionally well. She brings pace, energy and intellectual depth to the stage, without ever oversimplifying the subject. What stood out was how quickly she connected complex ideas to the realities leaders were dealing with. She challenged the room, held its attention throughout and made the implications impossible to dismiss.
