Keynote: AI, Trust, and the Architecture of the Future
At the World Government Summit 2025 in Dubai, Dr Kate Barker delivered a keynote address to an audience of ministers, economists, and Fortune 500 leaders on how nations can operationalise trust as a measurable component of national competitiveness.
Her session, AI, Trust, and the Architecture of the Future, introduced the concept of trust architecture—a governance framework that integrates ethics, transparency, and AI oversight into the design of national transformation agendas. Dr Barker argued that the next era of economic growth will be defined by nations’ ability to build AI ecosystems grounded in trust, rather than speed or scale.
Drawing on her advisory work with sovereign entities and giga-projects, she outlined how trust can be quantified and embedded into policy, regulation, and digital infrastructure. Her keynote was attended by more than 10,000 delegates from 140 countries and was later cited in the World Government Summit Insights Report 2025 as a defining contribution to global AI and governance discourse.
Following her address, Dr Barker was invited to a closed ministerial dialogue focused on AI readiness, workforce capability, and data ethics, underscoring her status as one of the world’s most influential voices on the governance of intelligence systems.
